When you dilute a solution, the number of moles of solute doesn't change since you're only adding water . Since n = MV, you can use M1V1 = M2V2 to find V1
(18.0 M)(V1) = (0.195 M)(2 L)
V1 = 0.02167 L or 21.67 mL
