The sauropod had to have it's tail off the ground to balance that long neck. Originally people thought that the neck went straight up and the tail straight down, now that the neck has shown to remain horizontal then it follows that the same is true of the tail.

I don't think that applies to triceratops. Who knows, but maybe when they were at rest the tail stayed down. Either way it's not a "huge" issue like the sauropod tails.
