If tan ? = 7/3 and sin ? < 0, then ? is in Quadrant III.

If the opposite leg is -7 and the adjacent leg is -3, then the hypotenuse is v((-7)^2 + (-3)^2) = v58.

So cos ? = -3/v58 = -3v58/58.
