Open Question: When to use Frobenius Method vs Power Series Solution?

Say you have (c-2)y'' +y' = 0 and you are asked to solve
a) the equation about the point x=0
b) the equation about the point x=2
When do you use frobenius over power series. I know 2 is a regular singular point, so would you do a power series for the first one and frobenius method for the second, or would you use frobenius for both?Answer Question
