Open Question: What happens inside batteries that make them give EXTRA power just before running out?

Well I'll put it like this.

Say you're running a marathon, you go pretty steady most of the way, but it's the final stretch and you're almost done so you sprint even faster then before, cross the finish line, and now you're tired.

It's kind the same with batteries their "Final sprint" is the remaining juice. Generally when something is low on batteries it works "wrong" or differently than normal. Same with humans if you don't get enough sleep you're not functioning properly right? Since their lacking "energy" they tend to work less efficiently. If you're looking for an exact scientific answer I can't give you one. Hope this helped
