To pass, the student must get 7 or more correct.

Out of 2^10 = 1024 possible outcomes:
There is 10C0 = 1 outcome where the student gets 10 correct.
There are 10C1 = 10 outcomes where the student gets exactly 9 correct.
There are 10C2 = 45 outcomes where the student gets exactly 8 correct.
There are 10C3 = 120 outcomes where the student gets exactly 7 correct.

This means there are 1+10+45+120 = 176 passing outcomes.

176/1024 = 17.1875%
